WTA Awards Tier 4 to Agility Beyond Space Subic Bay and Cikarang sites

The World Teleport Association gives its highest certification to both Agility Beyond Space teleports, following preliminary audits in July and final, independent audits in September.

The award is a core foundation of Project Horizon, the company’s transformation to 2030: embedding itself deeper in its partners’ businesses and moving beyond raw bandwidth to the network quality, ground services and new outcomes partners depend on for traffic they cannot afford to lose.

The World Teleport Association has awarded Tier 4 certification, the highest of its four tiers, to both Agility Beyond Space teleports: Subic Bay in the Philippines and Cikarang, near Jakarta in Indonesia. Independent auditors visited Subic Bay and Cikarang, checking each site against the association’s published standards. The certification stands for three years.

Agility and rigour – finally brought together

A broadcaster moving a channel to a new satellite, or a telecommunications provider standing up a network at short notice, chooses Agility Beyond Space because it answers quickly, takes on work others treat as too small or too awkward, and gets the service live in less time. One question that may be asked is whether world-class agility means a trade-off on quality.

Tier 4 certification is the association’s answer to that question, and it is not the company’s own. Auditors spent two days at each site examining power and cooling, network diversity, monitoring, maintenance, staffing, security and fault response.

What Tier 4 actually means

The World Teleport Association’s certification programme began in 2015 and has now assessed more than 80 teleports worldwide. It works in two stages. Provisional certification follows a questionnaire of more than 170 items, answered against standards set by the association’s certification committee.

Full certification requires an independent auditor to visit the site, check each answer against what is actually there, and award a tier from one to four.

Tier 4 is the highest. It is not a badge for the newest equipment; it describes how a facility is run: whether the redundancy is real, whether the maintenance happens, whether the people on shift can act. The standard has to hold long after the auditors have gone home.

Two sites, one standard

Subic Bay is the company’s operational and data hub in Asia. It sees satellites across an arc from 60 degrees East to 180 degrees East, houses a satellite operations centre and the telemetry, tracking and command for the fleet, and connects into Subic’s national and international fibre routes.

Cikarang, outside Jakarta, is the company’s largest broadcast and relay centre, with visibility from 50 degrees East to 169 degrees East. Between them, the two sites carry video, cellular backhaul, VSAT networks, IP transit and government traffic across Southeast Asia and the Pacific.

Both were audited together, on purpose: partners rarely use one site alone, and a standard that applies at one address but not the other is not much of a standard.

The scale of both sites also changes what the company can offer: with ground infrastructure of this size, Agility Beyond Space can now host managed services for partners on site, not simply carry broadcast transponder traffic.

For partners, the effect is practical. A broadcaster or mobile operator routing traffic through Subic Bay or Cikarang can now lean on two independently certified gateways, and

move work between them if a site or a route is disrupted — continuity for exactly the traffic they cannot afford to lose. It also gives partners something to put in front of their own customers and procurement teams: published, independent proof that the ground network behind their service is run to the industry’s highest standard.

A new strategy, and what it means on the ground

Agility Beyond Space turns twenty in 2026, and the anniversary year is marked by a new strategy. Project Horizon, the company’s plan to 2030, changes what it sells and how. For most of this industry’s history operators have sold raw capacity and left partners to assemble everything else around it: the ground infrastructure, the integration, the support. Horizon reverses that: it commits the company to delivering a complete outcome rather than bandwidth alone, pricing against the value a partner receives rather than a rate card, and staying with that partner long after the contract is signed.

Capacity is easy to check: a partner buys megahertz and either receives them or not. An outcome is a promise a partner cannot inspect in advance, so it needs evidence that does not come from the operator making it. That is what certification is for, and Tier 4 at both teleports is the first piece of it.
